Seat Belt Grant Program

RIDOT is seeking proposals from community-based organizations for seat belt education campaigns. The Department is making $1 million available over a four-year period for programs that increase seat belt usage, including proper usage of child seats. Click here to learn more.

A Plan Toward Zero Deaths

Governor Lincoln D. Chafee on October 1 signed Rhode Island's 2012 Strategic Highway Safety Plan (SHSP). The plan is a blueprint for moving Toward Zero Deaths, a national effort to cut traffic fatalities and serious injuries in half by 2030. Director Michael P. Lewis

Director Michael Lewis Michael P. Lewis has served as the Director of the Rhode Island Department of Transportation since March 2008. Reappointed by Governor Lincoln D. Chafee in 2011, Director Lewis has overseen the successful completion and operation of all major elements of the $610 million Iway project and the expansion of commuter rail operations in Rhode Island, including the completion of the award-winning intermodal stations at T.F. Green Airport and Wickford Junction.

In addition to his position as the Director of RIDOT, Lewis is chairman of the R.I. Public Railroad Corporation and a board member of both the R.I. Public Transit Authority and the R.I. Turnpike and Bridge Authority.

Director Lewis was named President of the American Association of State Highway Transportation Officials (AASHTO) on October 19, 2012. Director Lewis also chairs the Construction Subcommittee of AASHTO’s Standing Committee on Highways and is a member of both the Executive Committee and SHRP II Oversight Committee of the Transportation Research Board (TRB) and the Executive Committee of the Northeast Corridor Commission (NEC).

Lewis was an engineer with the Massachusetts Highway Department and then the Massachusetts Turnpike Authority from 1984 to 2007. From April 2000 through project completion in December 2007; he was Director of Boston’s Central Artery/Third Harbor Tunnel Project (Big Dig).

Lewis was a recipient of the “Move Massachusetts” 2000 Special Engineering Achievement Award and the National Engineers Week-Boston: New England Achievement Award. In 2006, he was the recipient of the Boston Engineering Center Leadership Award, and in 2010 he was awarded the Transportation Leadership Award by the New England Section of The Institute of Transportation Engineers. Lewis is a member of the American Society of Civil Engineers and the Boston Society of Civil Engineers.

Lewis graduated with a Bachelor’s of Science degree in Civil Engineering from the University of Vermont.

Deputy Director Philip Kydd

Deputy Director Phillip KyddAs Deputy Director and Chief of Staff, Mr. Kydd works with the Director, overseeing the operations of the Department of Transportation. He administratively oversees the Department's Divisional Operations and the Executive Support offices consisting of Public Affairs, Inter-Governmental Relations, Legal Services, DOA/Human Resoureces, the Office of Policy & Community Affairs, and DOA/DoIT Management Information Services.

The Deputy Director represents the Director on various boards and committees whenever necessary.

In May of 2010, Phillip was appointed Acting Deputy Director of RIDOT and in August of the same year was permanently appointed to that position. He has over 20 years of successful management and leadership experience with a reputation for meeting the most challenging organizational goal and objectives and has established a proven record for coordinating and engaging diverse constituencies, building cross-functional teams, and cultivating strong contacts with stakeholders, industry and multiple government agencies. His effective management style, based on sound knowledge and experience, is respected by professional and business organizations nationally.

Some key accomplishments under Phillip’s leadership include the establishment of a $12 million Transportation Center of Excellences at the University of Rhode Island (URI) and the availability of over $5 million in grants to URI for Transportation training and research. He has led the effort to emerge the National Construction Career Day Resource Center in Rhode Island and the creation of a first of its kind financing and lending initiative for minority owned small businesses. Phillip is also a champion of highway safety and under his leadership the Office of Highway Safety has greatly improved the safety record in RI on seatbelt usage, impaired driving, and speed enforcement. He is currently working to implement a Maintenance and Asset Management program within the department.

Phillip Kydd has been recognized nationally for his professional initiatives. He is the recipient of the US Department of Transportation Showcase Award, The Federal Highway Administration Partnership Award, and the Small Business Administration Director’s Award. Mr. Kydd is active with Transportation Research Board (TRB) and the American Association of State Highway Transportation Officials (AASHTO of which he serves on the Standing Committee on Performance Management (SCOPM).
