RIDOT is working aggressively to deliver projects on time and to keep any cost overruns to a minimum. Over the past five years, the Department has made great strides in both of these areas. The Audit Section is responsible for performing audits of non-construction entities contracting with the Department. This includes professional service consultants, utility companies, railroads, and municipalities or other recipients of Federal funds via the Department. The Audit Section performs Pre-Award, Direct Cost and Indirect Cost Rate audits to ensure that costs billed to the Department are valid, accurate, in compliance with contract terms and allowable in accordance with State and Federal regulations. In addition, the Section performs special projects and audits as requested by Executive Management.

The Intermodal Section develops and implements projects in the area of rail, and water transportation. This section is responsible for developing an integrated transportation system that provides convenient connections between all modes of transportation. The Intermodal Section is also responsible for the Congestion Mitigation Air Quality (CMAQ), Ferry Boat Discretionary (FBD) and Transportation Enhancement programs. They also oversee the Rideshare and Fringe Parking programs.

Rhode Island has become a leader in providing bike paths, bike lanes and bike routes to its residents and visitors. Today there are more than 50 miles of paved bike paths in Rhode Island and more than 40 miles of paths under design. Rhode Island will be the first state to have its portion of the East Coast Greenway completed. Also, Rhode Island is dedicated to improving pedestrian access in cities and towns statewide. Safe Routes to School is a RIDOT funded program designed to reach out to communities to develop programs and projects to promote walking to school. As a result of various state and local pilot programs over the last few years, federal legislation establishing Safe Routes to School programs in every state was passed. Eligible activities include:

The GIS Unit maintains general highway and county maps used to produce quality mapping documents for RIDOT projects and tasks included in the State Planning and Research Program, as well as other state and federal agencies, local government and the general public.
Capital Programming Section is responsible for the planning, allocation and tracking of capital funds that RIDOT needs in order to implement transportation projects identified within the RI Transportation Improvement Program (TIP), long range Ground Transportation Plan, and other Statewide Planning initiatives. The section is also responsible for the preparation of the Capital Budget Request which is submitted annually to RI/DOA, and to the House and Senate Finance Committee; the securing and managing Federal Transit Administration grants to obtain funds for planning, vehicle purchases, facility construction, operations, and other transit related purposes; and the periodic reporting on RIDOT's planning, research, and development activities, funded through the U.S. DOT/FHWA's State Planning and Research (SP&R) program. This section is also responsible for a number of financial reports including FHWA Highway Statistics reports.

The Performance Management Section oversees the development of systems to monitor program performance and improve the project selection process of the Department through the use of performance metrics. Working with assistance from the University of Rhode Island Transportation Center, staff is developing performance measures that are applicable to RIDOT and which will enable the implementation of performance-based transportation planning. Other related tasks of this Unit will include: development of a strategic plan; establishment of performance targets; monitoring and reporting.

The Records Management Unit provides guidance to staff on how to prepare, and transmit records to the State’s Record Center for long-term storage or permanent archive per RIGL 42-8.1-17. The Unit also assists staff with: the temporary retrieval of records that are in storage; and the process of preparing and executing Certificates of Records destruction that are required by state law.
