
The operator of the regulated small MS4 must develop, implement, and enforce a program to reduce pollutants in any storm water runoff to the MS4 from construction activities that result in a land disturbance of greater than or equal to one (1) acre. The operator must include disturbances less than one (1) acre if part of a larger common plan or if controlling such activities in a watershed is required by the Director. At a minimum, the program must be consistent with the requirements of the RIDEM RIPDES General Permit for Storm Water Discharge Associated with Construction Activity.
To fulfill goals outlined in RIDOT’s Storm Water Management Program Plan, RIDOT has developed two SWPPP templates (Updated May 30, 2012) for use on RIDOT construction projects:
The Large Site SWPPP is to be used on any construction project that will result in a land disturbance of greater than or equal to one (1) acre. Correct and complete use of this template will meet the requirements under the RIDPES Construction GP, and/or the Minimum Measure 7 requirements under the 2010 RI Stormwater Design and Installation Standards Manual.
The Small Site SWPPP is to be used on any construction project that has less than one (1) acre of disturbance. This small-site SWPPP may also be referred to as an “Erosion Sediment Control Plan (ESC Plan)." Correct and complete use of this template will meet the requirement under DEM/CRMC’s 2010 RI Stormwater Design and Installation Standards Manual Minimum Measure 7.
