
The operator must develop, implement and enforce a program to address storm water runoff from new development and redevelopment projects that disturb greater than or equal to one (1) acre, including projects less than one (1) acre that are part of a larger common plan of development or sale that discharge into the MS4. The program must ensure that controls are in place to prevent or minimize water quality impacts.
Currently, all new projects planned by RIDOT are designed in accordance with the State of Rhode Island Storm Water Design and Installations Manual (RIDEM 1993). This manual provides guidance on the design, construction and maintenance of storm water management systems. At a minimum, storm water management systems for all new projects are designed to realize the maximum sediment retention possible, or at a minimum, 80 percent total suspended solids removal. For rehabilitation and reconstruction projects, RIDOT strives to provide the maximum water quality treatment possible given the site constraints. Since existing programs are already in place on the design side, RIDOT will focus on improving maintenance of installed structural BMPs, such as regular cleaning of detention basins and swirl-chamber units. RIDOT internal training will focus on improving the level of documentation and information available to the maintenance division staff such that their maintenance work is facilitated.
6) Pollution Prevent/Good Housekeeping for Municipal Operations
